Solution 1
The villagers in Hardas village faced the problem of acute water shortage. The hand pump water had gone well below the point to which the ground had been drilled. There was no water in the taps. Women had to travel 3 km to the Suru River to get water.
The villagers came out with various solutions to solve the problem. The solutions are
● Piping water from Suru River and making an overhead tank in the village to increase the supply.
● Deepening the hand pumps and cleaning the wells.
● Conserving and recharging water through a process called watershed development.
Solution 2
The importance of Gram Sabha is as follows:
- The Gram Sabha consists of several Gram Panchayats.
- It is a key factor in making the Gram Panchayat play its role and be responsible.
- It is a place where all the plans for the work of the Gram Panchayat is placed before the people.
- It prevents the Panchayats from doing the wrong things and misusing money or favouring people for certain things.
- It also plays an important role in keeping an eye on the elected representatives and in making them responsible to the persons who had them elected.
Yes, all adults who live in the area covered by a Panchayat should attend the Gram Sabha meetings. This should be done for the welfare of the village.
Solution 3
The link between the Gram Sabha and Gram Panchayat is as follows:
- The Gram Sabha is the place where all the plans for the work of the Gram Panchayat are placed before the people.
- The members of the Gram Sabha elect the members of the Gram Panchayat.
- The Gram Sabha works over various Gram Panchayats.
- The Gram Sabha approves the work done by the Gram Panchayat of implementing development programmes for all the villages that come under it.
Solution 4
Visit the nearest Panchayat and meet the Sarpanch. Ask him the necessary questions. Once the answers have been provided, you can check with some villagers whether the work was successfully completed.

Solution 6
a) Bhagvan was beaten because he insisted that the water from the tanker should be emptied in the storage tanks constructed as part of the water supply scheme by Nimone Gram Panchayat so that there would be equal distribution of water. However, the upper caste men did not agree to the suggestion given by Bhagvan as they believed that the tanker was not meant for the lower castes. As a result, Bhagvan was beaten with sticks, iron rods and axes.
b) Yes, the above is a case of discrimination because the upper caste people did not agree to the suggestion given by a lower caste person, Bhagvan, even though the suggestion was appropriate.
Solution 7
Watershed development is a process which helps in conserving and recharging the ground water resource. Large amounts of water accumulate in a watershed. Fertile soil also collects along with the water at this point.
Benefits of a watershed:
● As the land is fertile, trees grow at that place.
● Helps in checking soil erosion and water logging.
● Barren lands turn into meadows.
● Unfertile land turns into fertile land.
